Looks like a heavy rain cell in central Alabama and it gave a large area return on the radar.

Just a gut feeling if enough wind and rain happened in this area, there might be some outages because weather reported in the area isn't mentioning any tornadic activities.

This probably isn’t helpful but it’s the first news story I saw.

Call something that would be open in Birmingham, like a hospital or a Walmart.

One possibility

https://weather.us/radar-us/alabama/reflectivity/KBMX.html#play-0-40-13

It's nothing, can actually see just before the "event" the radar went offline for 15 mins, normally was reporting something every 5-10 mins, as soon as it came back it was a very colorful blob. Before it stopped reporting radar image it was grey noise from the radar and surrounding area. OP is just showing a radar feed that looks more dramatic, and doesn't show much of the before feed. Can look for yourself and play a loop from around 2-4pm on the 25th, today. This doesn't necessarily mean the radar itself went offline or had issues, could just be something like that feed lost Internet to report it to these websites

What was the actual time span of that on the radar? That is so strange to just pop up in a circle with no line moving through ahead or behind it. Hopefully, nobody was injured and there was no severe damage. Please keep is posted!

Lightning bolt hit down, 12 people passed away.

Senator John Thune supports the bombing in Iran, apparently there’s an oxygenation problem of major concern in their testing of their waters.

This is probably nowhere even remotely close to being correct and it only appears somewhat similar, not exactly the same as what I remember seeing - and screenshotting - 5 or 6 years ago.

I was watching weather over the central US and this huge, circular mass, similar, but not the same as this here, quickly appeared out of nowhere unexpectedly. It was up briefly but then went away. Something similar was reportedly occurring in California in the fires that proceeded the fires in LA.

My best understanding is that they were all likely bursts of energy (microwave?) intentionally sent out by HAARP? Some entity? I am unsure. The second instance that I mentioned I recall being reported as having originated around area 51 and causing a system that moved westerly and then a subsequent disbursement of energy that caused that same system to move eastward.

The first instance that I mentioned occurred over the central US, maybe over Illinois, Iowa, somewhere in there. I did catch a screenshot and am happy to share for comparison for any who care to consider. I will say though, to be very honest, since early 2018, I have amassed thousands of images and videos. I have a very bad habit of over-organizing computer files to a point that it can sometimes be a bit difficult locating the files that I'd like to retrieve. But am happy to look and share f I r any who wish to see.

This is the only similar instance that I can relate this one to and again, probably not even the same.
